Case from 2014 (U.S. Attorney's Office release: Sept. 3, 2014). Published on Scammers.com Oct. 16, 2026; case status is current as of that date.

Wendy Carr, a fitness instructor and personal trainer, was sentenced on Sept. 3, 2014, to 28 months in federal prison, a week after her husband, former chiropractor Andrew Carr, was sentenced to eight years, for a roughly $1 million health insurance fraud scheme, the U.S. Attorney's Office for the Northern District of Illinois announced [1]. Prosecutors said the couple kept submitting fraudulent claims for a year after they were indicted in 2011.

How the scheme worked

According to prosecutors [1]:

  1. Recruiting patients: The Carrs "pretended to be the victim patients' friends," got them to take Wendy Carr's fitness classes, and then steered them to Andrew Carr for treatment when the classes caused pain or injury, a prosecutor argued at sentencing.
  2. Phantom services: From 2005 to June 2011, Andrew Carr billed six private insurers for at least 376 patients, including more than $4.2 million in claims for services not provided. He was paid about $865,697.
  3. Wendy's role: From January 2009 she processed the claims, including nearly $1.6 million in claims for services not provided; payments in that period totaled about $328,964.
  4. After indictment: Following their June 2011 indictment, they submitted 596 more fraudulent claims, totaling more than $475,000, for 51 more patients, and collected about $164,168.

Andrew Carr worked at clinics in Palatine, Mundelein, Lake in the Hills and Lakemoor.

The people sentenced

Both are from Lake in the Hills, Ill., and pleaded guilty to health care fraud in 2014. U.S. District Judge Robert M. Dow Jr. imposed the sentences [1].

  • Andrew Carr, 45 — sentenced Aug. 25, 2014, to eight years in prison; $1,029,865 restitution. He had been in federal custody for about two years at that point.
  • Wendy Carr, 43 — sentenced Sept. 3, 2014, to 28 months in prison followed by six months of home detention; $493,132 restitution.

Restitution goes to Aetna, Allied Insurance, Blue Cross Blue Shield of Illinois, CIGNA, Professional Benefit Administrators and United Healthcare, some of which administered union health and welfare plans.

Red flags

  • An instructor or "friend" who steers you to a specific chiropractor after a workout injury.
  • Explanation of benefits statements listing visits or treatments you didn't receive.

What to do if you're targeted

  1. Read every explanation of benefits from your insurer and dispute services you didn't get.
  2. Report suspected fraud to your insurer's fraud hotline and, for union or employer plans, to the Labor Department's Employee Benefits Security Administration.
