Case from 2025 (U.S. Attorney's Office release: Sept. 16, 2025). Published on Scammers.com Oct. 16, 2026; case status is current as of that date.

Shawn Bashir, 39, of Grayslake, Illinois, has been indicted on charges that he created fake companies offering early intervention therapy for children and billed a private insurer about $17.3 million for therapy that was never provided, the U.S. Attorney's Office for the Northern District of Illinois announced Sept. 16, 2025 [1]. The insurer paid at least $1.4 million, according to the indictment.

Important: Bashir is charged only. He has pleaded not guilty and is presumed innocent unless and until proven guilty.

How the alleged scheme worked

According to the indictment as summarized by prosecutors [1]:

  1. Fictitious providers: Bashir allegedly created entities called Success for Kids and Growing Kids Therapy that supposedly provided early intervention services to children.
  2. False claims: From 2019 to 2025, he allegedly submitted or caused claims to a private insurer for therapy that was never provided.
  3. Scale: The claims totaled about $17.3 million, and the insurer paid at least $1.4 million.

He is also charged with aggravated identity theft, a charge that involves allegedly using another person's identifying information during a felony [1].
