Case from 2015–2017 (U.S. Attorney's Office latest release: April 26, 2017). Published on Scammers.com Oct. 16, 2026; case status is current as of that date.

Chiropractor Vladimir Gordin Jr., his father Vladimir Gordin Sr. and his brother Alexsander Gordin were sentenced on April 24, 2017, to federal prison terms for a phony billing scheme that cost insurance carriers more than $10.8 million, the U.S. Attorney's Office for the Northern District of Illinois announced [1]. Two other defendants were sentenced the next day.

How the scheme worked

According to prosecutors [1] [2]:

  1. The clinic: The Gordins ran Gordin Medical Center S.C., a chiropractic clinic at 350 E. Dundee Road in Wheeling.
  2. False bills: They billed carriers for services that weren't provided or weren't medically necessary, and fabricated medical records to cover it up.
  3. Patients as participants: Some patients knew about the overbilling and were rewarded by having their deductibles met for free or by receiving checks from Gordin Jr. and Gordin Sr. for a share of the proceeds.
  4. Fake sign-in sheets: Office manager Alina Levit admitted creating phony sign-in sheets showing patients present for treatment that never happened.
  5. Ultrasound kickbacks: Michelle Kobran, owner of Ultrasound Mobile Service Ltd. in Vernon Hills, admitted falsely billing for ultrasounds on patients Gordin Jr. referred, and kicking back part of the proceeds to the Gordins.

From 2006 to about November 2012, the clinic and the ultrasound service submitted $28,775,000 in false bills, causing a loss of $10,847,000 to five carriers, including claims administered for several Chicago-area union health and welfare funds.

The people sentenced

All were sentenced by U.S. District Judge Edmond E. Chang [1]. The indictment was returned Aug. 20, 2015 [2].

  • Dr. Vladimir Gordin Jr., 46, of Northbrook: pleaded guilty to health care fraud in 2017; sentenced April 24, 2017, to seven years.
  • Vladimir Gordin Sr., 70, of Riverwoods: pleaded guilty to health care fraud in 2017; sentenced April 24, 2017, to two and a half years.
  • Alexsander Gordin, 34, of Northbrook: pleaded guilty to health care fraud in 2017; sentenced April 24, 2017, to two years.
  • Michelle Kobran, 69, of Vernon Hills: pleaded guilty to health care fraud in 2016; sentenced April 25, 2017, to nine months.
  • Alina Levit, 46, of Vernon Hills: pleaded guilty to misdemeanor embezzlement in 2016; sentenced April 25, 2017, to 18 months of probation, including 90 days of intermittent weekend incarceration.

The investigation was conducted by the FBI, the U.S. Department of Labor's Office of Inspector General and the U.S. Postal Inspection Service.

Red flags

  • A clinic offers to "cover" your deductible or pay you a share of what it bills your insurer.
  • Sign-in sheets or visit logs filled in for days you weren't there.
  • Referrals for tests from affiliated companies that keep coming regardless of your symptoms.

What to do if you're targeted

  1. Refuse any offer to waive deductibles or share insurance payments. Taking part can expose patients to liability.
  2. Compare your explanation of benefits with the visits you actually made.
  3. Report suspected fraud to your insurer or union health fund's fraud line, or to StopMedicareFraud.gov for federal programs.
