What happened
OnlineThreatAlerts (OTA) published a warning on 21 October 2026 about text messages that pretend to come from 'VDSS EBT' (the Virginia Department of Social Services benefits card). The samples it shows claim that a purchase of about $34 or $44 at Walmart or a 'W- STR' store using the recipient's EBT card was declined, and tell them to reply Y or call +1 (866) 202-4567 to speak to a representative. OTA says VDSS never sends texts about suspicious EBT transactions, so a text asking you to call 866-202-4567 is a scam. It lists a further fake support number, +1 (855) 792-8013, seen in a version that falsely uses the name 'JPMorgan Chase', and also names 855-523-1609 as a fake support number used in these scams. According to OTA, callers are asked by an automated voice or website for their 16-digit card number and PIN to 'unlock' the account, which thieves then use to steal benefits. OTA advises deleting the texts without replying or calling, never sharing a PIN, managing the card only through the official ConnectEBT app or website, and contacting the official Virginia EBT customer service helpdesk (published by the state) if information was shared.
How the scam works
According to OnlineThreatAlerts, the scam runs in three steps. First comes a false alert: a declined purchase at a familiar store creates panic that someone is using the card. Next is the phone trap: the reply option or the listed number connects the victim to the scammers, not to the state. Finally, an automated voice or a website asks for the 16-digit EBT card number and PIN, supposedly to unlock or secure the account. With both, thieves can drain the benefits balance, often within minutes.
OTA advises recipients to delete the text without replying 'Y', calling or clicking anything, and to remember that VDSS will never ask for a PIN by text or phone. Card balances and settings should be managed only through the official ConnectEBT app or website, where many states also let cardholders lock the card against out-of-state or online purchases. Anyone who shared details should contact the official Virginia EBT customer service helpdesk, which OTA lists as 1-866-281-2448 (24/7), or use the VDSS EBT scam reporting portal.
