What happened

In a scam alert published by the Hong Kong Monetary Authority on 16 October 2026, Hong Kong Interbank Clearing Limited (HKICL) warned the public about a fraudulent website at fpsrefund.club that purports to be from HKICL. The site imitates a "Buyer Online Protection" service offering refunds to buyers, reporting of unauthorised online transactions and online transaction support for payments made over FPS (the Faster Payment System).

HKICL says the website may have multiple combinations at the end of the link, giving fpsrefund.club/page/place_an_order/?uuid=refund as an example. HKICL states that the site has no affiliation with HKICL or any of its business; HKICL and its genuine websites, https://www.hkicl.com.hk and https://fps.hkicl.com.hk, are being impersonated and are not involved.

How the scam works

According to the alert, the site tries to trick users into handing over an identity document number and ID photo, together with a phone number, for "real name verification" in exchange for a cash reward. It also asks for the user's bank name, bank account number and account holder's name so they can "top up" and withdraw money from a virtual wallet on its platform, and it directs users to a fraudster posing as customer-service staff.

HKICL notes that it does not provide FPS services directly to individual members of the public and does not proactively contact individuals under usual circumstances, so an FPS "refund" or "protection" service that approaches you is a warning sign in itself. It urges the public to beware of suspicious calls, websites and other communications, to protect their personal information, and to verify any contact claiming to be from HKICL by calling its general line on 2533 1111. Anyone who suspects they have been defrauded should report promptly to the police.
