What happened
Hong Kong's Securities and Futures Commission (SFC) added Belt and Road EPC Capital Limited to its Alert List on 20 October 2026 as an unlicensed entity. The SFC says the entity is not licensed by or registered with the SFC, and it lists the website https://www.briepc.com/ against the entity.
What the warning means
The SFC's Alert List names entities and websites that it believes are not licensed in Hong Kong but are active in Hong Kong or appear to target Hong Kong investors. For an unlicensed entity, the SFC's remarks say it is not licensed by or registered with the SFC for any regulated activity under the Securities and Futures Ordinance, so it may not carry on any regulated activity in Hong Kong or actively market such services to the Hong Kong public, whether from Hong Kong or from elsewhere.
The SFC notes that unlicensed entities often use names similar to legitimate financial institutions to confuse investors, and some run online trading platforms. Anyone who deals with a company that is not licensed by the SFC may not be protected by the regulatory framework the SFC enforces. The SFC's advice is to deal only with licensed entities, hang up on cold callers, and check whether a firm is licensed using its Public Register of Licensed Persons and Registered Institutions before investing. The Alert List entry also gives an office address for the entity; because scam operators often list addresses in well-known commercial buildings that have nothing to do with them, that address is not repeated here as an identifier. An Alert List entry is a regulatory warning, not a finding by a court.
