What happened
On 29 October 2026 the Hong Kong Securities and Futures Commission (SFC) added https://www.victorycharts.com to its Alert List as a suspicious website. The SFC states that the website falsely claims to be a licensed entity under the SFC. The alert lists four addresses associated with the website: Al Hamra Tower, Al-Shuhada St, Al Kuwayt; 55 Jumaa Bin Kasla Al Rumaithi St, Al Saadah; 10 Paternoster Square, London; and Imam Abdullah Ibn Saud Rd, Ash Shuhada.
How the scam works
The SFC Alert List names suspicious websites and unlicensed activity so that investors can avoid them; an entry does not describe how people are approached or how much has been lost. The SFC adds a general note that suspicious website operators often use names similar to legitimate companies to confuse investors. Its standard guidance warns that dubious websites may offer too-good-to-be-true investment opportunities, such as pre-IPO shares of fabricated companies sold at big discounts or funds with guaranteed multiple returns that do not actually exist. Others are copycat websites imitating reputable financial institutions in order to get investors to pay money or disclose personal information that can later be used against them.
The four addresses spread across Kuwait, Saudi Arabia and London look designed to suggest an international business; addresses on a warning entry are simply those associated with the site and do not show where the operators really are. The key claim, that the site is licensed by the SFC, can be checked on the SFC's public register of licensed persons and registered institutions. If a firm is not on it, it should not be treated as a licensed intermediary.
