Case from 2013–2015 (U.S. Attorney's Office latest release: June 1, 2015). Published on Scammers.com Oct. 16, 2026; case status is current as of that date.

Ankur Roy, a former owner and operator of Selectcare Health Inc., an outpatient physical and respiratory therapy provider in Park Ridge and Skokie, was sentenced in May 2015 to 75 months in federal prison for billing Medicare and Blue Cross Blue Shield of Illinois more than $2.5 million for respiratory therapy that was never provided, the U.S. Attorney's Office for the Northern District of Illinois announced [1]. His two co-owners pleaded guilty.

How the scheme worked

According to prosecutors [1] [2]:

  1. A way out of debt: Roy proposed the scheme to his partners as a way to get out of debt and designed it to avoid tripping insurers' fraud-detection systems.
  2. Phantom therapy: In spring 2011 they submitted claims through a third-party billing service for respiratory therapy on days Selectcare's only respiratory therapist wasn't working, for periods when patients weren't in Selectcare's care, and for treatment seven days a week, three hours a day, far beyond any schedule prescribed.
  3. Who paid: Claims went to Medicare and, when patients had supplemental coverage, to private insurers such as Blue Cross Blue Shield, including plans funded by union health and welfare funds.
  4. The money: The 2013 indictment alleged $4,009,094 in false billings, producing about $2,214,424 from Medicare and $320,881 from Blue Cross. Roy took more than $600,000 for himself, including to pay credit card bills and his student loan, prosecutors said.
