Case from 2013–2015 (U.S. Attorney's Office release: May 14, 2013; later developments are from court records and other sources cited below). Published on Scammers.com Oct. 16, 2026; case status is current as of that date.
In May 2013, the U.S. Attorney's Office for the Northern District of Illinois announced charges against seven Chicago-area defendants in five unrelated health care fraud cases, most of them part of a national Medicare Fraud Strike Force takedown [1]. This article covers two physicians whose cases we could trace to a final outcome. (The Selectcare Health case announced the same day is covered in a separate article.)
Dr. Cecilia Ibrahim — billing a surgery she didn't perform
What prosecutors alleged: Ibrahim, an internist who ran Sunrise Medical Center in Flossmoor, submitted more than 3,200 claims to Medicare and Blue Cross Blue Shield between March 2006 and August 2009 using the billing code for spinal decompression neuroplasty, a surgical procedure, when she only performed a non-surgical therapy called intervertebral differential dynamics (IDD) [1]. Prosecutors put the loss at at least $300,000 to Medicare and $550,000 to Blue Cross.
Outcome: According to the court docket, Ibrahim pleaded guilty on Oct. 30, 2014, to the single health care fraud count in the criminal information. On Dec. 2, 2015, U.S. District Judge Robert W. Gettleman sentenced her to time served and three years of supervised release, and ordered $888,371 in restitution [2].
Dr. Nalini Ahluwalia — cash for patient referrals
What prosecutors alleged: Ahluwalia, of Burr Ridge, took $1,000 in August 2012 from a confidential informant who worked at a Chicago home health company, in exchange for referring two Medicare patients, in a meeting captured on audio and video. The informant said earlier kickbacks had run $400 to $500 per patient, and made two more $500 payments in October 2012 and February 2013, according to the complaint [1].
Outcome: According to the court docket, Ahluwalia entered a blind guilty plea to Count 1 of the indictment on July 18, 2014. On Feb. 5, 2015, U.S. District Judge Edmond E. Chang sentenced her to one month in prison and 12 months of supervised release. A $31,000 judgment was later recorded as satisfied [3].
