Case from 2016–2017 (U.S. Attorney's Office release: May 5, 2016; later developments are from court records and other sources cited below). Published on Scammers.com Oct. 16, 2026; case status is current as of that date.
Delores J. Mosier, a licensed financial broker who ran Chicago-based D.J. Mosier and Associates Inc., pleaded guilty on May 5, 2016, to one count of mail fraud. She admitted that she steered clients into "Chicago Anticipatory Notes," which she falsely said were issued by the City of Chicago, and kept their money. The government said she took more than $4.2 million from about nine victims [1].
Outcome: U.S. District Judge Gary Feinerman sentenced Mosier on Aug. 26, 2016. Judgment was entered Aug. 29, 2016, and amended Sept. 7, 2016, according to the court docket [2]. We did not find the terms of the sentence in the docket entries or public reports we reviewed. A motion she filed in 2017 to vacate her sentence under 28 U.S.C. § 2255 was denied on Dec. 1, 2017 [3].
How the scheme worked
According to the plea agreement, as described by prosecutors [1]:
- A fake city note: Mosier told clients to buy debt securities called "Chicago Anticipatory Notes," which she said were issued by the City of Chicago and paid 7% or more a year. The notes did not exist.
- A look-alike account: She told clients to make checks payable to "Chicago Anticipatory Note," then deposited them into a bank account in her own name titled "CAN."
- Personal spending: She used the money for herself, including household expenses and mortgage payments on a property in La Porte, Ind.
- Ponzi-style payments: She used some of the money to make supposed interest payments to other clients who had bought the notes.
- Paperwork: She created fictitious disclosure statements, quarterly interest statements and balance statements showing growing investments.
The person charged
Delores J. Mosier, of La Porte, Ind. (72 at plea)
- Indictment (June 18, 2015): six counts, according to the docket [2].
- Plea (May 5, 2016): guilty to Count One, mail fraud, under a plea agreement [1] [2].
- Sentencing (Aug. 26, 2016): sentencing held; judgment entered Aug. 29 and amended Sept. 7, 2016; terms not found [2].
- Post-conviction: § 2255 motion filed Aug. 29, 2017, and denied Dec. 1, 2017 [3].
- Investigation: FBI Chicago [1].
Red flags
- Checks made out to anything other than the issuer or a known custodian. A real City of Chicago note would never be paid to an adviser-controlled account.
- "Municipal" securities you can't find on the MSRB's EMMA database.
- Steady, above-market interest on a supposedly safe government note.
- Statements prepared by the adviser rather than an independent brokerage or custodian.
What to do if you're targeted
- Look up any municipal security by CUSIP on EMMA (emma.msrb.org) before you buy.
- Pay only a recognized brokerage or custodian, never an account titled to look like an investment.
- Report suspected fraud to the SEC at sec.gov/tcr, your state securities regulator and the FBI at tips.fbi.gov.
