Case from 2023–2025 (U.S. Attorney's Office latest release: June 10, 2025). Published on Scammers.com Oct. 16, 2026; case status is current as of that date.
Dr. Mona Ghosh, 52, of Inverness, Illinois, an obstetrician-gynecologist who owned Progressive Women's Healthcare S.C. in Hoffman Estates, was sentenced on June 9, 2025, to 10 years in federal prison for billing Medicaid, TRICARE and private insurers for services that were unnecessary or never provided, the U.S. Attorney's Office for the Northern District of Illinois announced [1]. Some procedures were performed without patient consent, according to the release.
How the scheme worked
According to the U.S. Attorney's Office [1] [2]:
- Unnecessary procedures: From 2018 to 2022, Ghosh submitted, and had employees submit, claims for procedures and services that were not medically necessary, including endometrial ablations and biopsies, ultrasounds, vaccinations, blood tests and tests for sexually transmitted diseases.
- No consent: Some of the procedures were performed without patient consent.
- Upcoding: She overstated the length and complexity of office and telemedicine visits and used billing codes the visits didn't qualify for.
- Fake records: She prepared false patient medical records to support the claims.
U.S. Attorney Andrew S. Boutros said some of the unnecessary procedures "severely limited some patients' ability to have children in the future" [1].
The government said she was accountable for at least $2.4 million in fraudulent reimbursements. In her plea agreement, Ghosh admitted to more than $1.5 million [2].
The person sentenced
Dr. Mona Ghosh, 52, Inverness, Ill. [1]
- Indictment: 13 counts of health care fraud, announced March 14, 2023 [3].
- Plea: pleaded guilty June 27, 2024, to two counts of health care fraud [2].

- Investigation: FBI Chicago, HHS-OIG, the Defense Criminal Investigative Service and the Illinois Attorney General's office; prosecuted by Assistant U.S. Attorneys Kavitha Babu and Hayley Altabef.
Red flags
- A doctor pushing procedures or tests you didn't ask for, without clearly explaining why.
- Bills or explanation-of-benefits statements listing procedures you didn't agree to or didn't receive.
- Telehealth visits billed as long, complex appointments when the call lasted minutes.
What to do if you're targeted
- Ask for a second opinion before any procedure that could affect fertility or long-term health.
- Request your medical records and compare them with your insurance statements.
- Report concerns to HHS-OIG at oig.hhs.gov/fraud/report-fraud, the Illinois Department of Financial and Professional Regulation, or the FBI at tips.fbi.gov.
