A federal jury in Chicago convicted Libertyville, Illinois, chiropractor Seung Han Lim on June 12, 2026, of 13 counts of health care fraud for billing Blue Cross Blue Shield of Illinois for services he knew were never provided, the U.S. Attorney's Office for the Northern District of Illinois announced [1]. Lim and his clinic billed the insurer more than $600,000 for services not rendered, according to the release.
Important: Lim has been convicted but not yet sentenced. Sentencing is set for Oct. 22, 2026.
How the scheme worked
According to the U.S. Attorney's Office [1]:
- The clinic: Lim owned and operated Movement Health and Rehab, also known as Motu Chiropractic and Motu Chiromassage, in Libertyville.
- Impossible dates: From 2016 to 2019, he submitted claims for services supposedly provided on dates when he or the patient was not in Illinois.
- Family claims: Other claims were for services supposedly provided by another chiropractor in his practice to Lim and his family members, though Lim knew those services were not provided. The 2023 indictment said the insurer did not allow providers to bill for treating themselves or their immediate family [2].
- Faked records: When Blue Cross Blue Shield of Illinois tried to audit the claims, Lim prepared false patient medical records and other documents and sent them to the insurer.
